Put flour, baking powder, salt, and cocoa powder in small bowl and stir. In large bowl cream butter and sugar with mixer, and eggs one at a time mixing well after each. Add red food coloring to butter mixture and mix well. Place buttermilk and soda in small bowl and mix well with with spoon. Alternately add buttermilk mixture, and flour mixture to large bowl and beat until combined. Mix in vanilla and vinegar. Bake at 350° for 30 minutes or until done.
For frosting beat cream cheese and butter until creamy. Add vanilla and powder sugar, beat until light and fluffy with mixer.
Before adding frosting bring sugar and milk to a boil to dissolve sugar, then poke holes in cake adding sugar and milk mixture evenly on both. Let cool, then frost cake with frosting.
